Unable to jump to the specified line in editor help

Issue description

Clicking links in the built-in help only sends you to the correct page. It does not scroll to the specific line.

Bisected and it's a regression from #107110. CC @bruvzg

Steps to reproduce

Open editor help, and click on some property / method links.

You can also try clicking on items in the section list on the side pandel.

Hm, seems like help use paragraph_count before it is processed by thread, before it was returning unprocessed count, but now it needs it to be processed to account for visible characters, it's more consistent with line_count and other API. No sure if it's better to change it back or add a new function to return unprocessed paragraph specifically for this case.

It think it would be better to revert it, and provide a new behavior mode. #107110 breaks my dialog system which relies on getting the line count and paragraph count of all of the text, where now there is no way to get the line count without displaying all of the text. In this case, the changes to get_line_count() and get_paragraph_count() is a breaking change to the default behavior without providing a workaround.

After looking at the original issue that the PR closed, it appears like what they were asking for was for Characters After Shaping to be the default, and to fix the inconsistent line break behavior. This unfortunately seemed to remove any way to achieve the behavior rather than make it the default.
