Add STORK scheduler

What does this PR do?

We integrated the STORKScheduler class, which is the Python implementation of the ODE solver as specified in the paper STORK: Improving the Fidelity of Mid-NFE Sampling for Diffusion and Flow Matching Models. We've built test suites and formatted the code.
