What are the relevant tickets?

Fixes broken CI in #2358 and elsewhere.

Description (What does it do?)

  • Uses fake values instead of RC values for the CI docker build
    • the RC values aren't populated anymore in github secrets since we moved to k8s
  • Removes the old nextjs release actions; no longer needed since move to k8s, and probably outdated.

How can this be tested?

CI should pass.
