This PR introduces compatibility with Python3 while maintaining backward compatibility.
For the time being, Dockerfile assumes Python2 as the default version.
It can be changed later, ideally before 2020.

Directly inspired by PR #66 by @goochjj

With this anyone can effectively use Python 2 or 3 using --build-arg
The default version is 2.
On used docker baseimage python is already linked to python2 or python3,
depending on image version
Add chcecks for version for importing and decoding bytestring.

From what I see, there is still some work to be done with code in the comments.
