Summary: Finally updating `folly::split()` with a `folly::Expected<>`-returning counterpart. No heap allocations, no throws. Per-field errors include the substring so helpful exceptions can be thrown. The only compromise here is the limited detail in the failure path: Custom error types are erased, mapping them to a generic `ConversionCode::CUSTOM`.
