Updated java fdk version, java sdk version and policies

I left the python versions as is. For Python the requirements.txt has
fdk
oci>=2.2.18
So it fetches the latest version (e.g. OCI Python SDK 2.14.0) . I verified one example by checking the output of fn -v deploy ...
