Adds a dashboard for Octavia loadbalancers. Makes use of the openstack_loadbalancer metrics that are provided by the openstack exporter. Adds alerts for openstack_loadbalancer metrics. Rules added are for loadbalancer Errors, loadbalancer degredation and Amphorae errors. Change-Id: I5f5362bf0dc75fdc3a15bee67a9069db1c36ed8b
