This is part of the work to get ready for the Zed release of openstack

This PR was created automatically by the source-repo-sync github action to simply update the github workflow that performs the tag & release action whenever we merge in changes to the new stackhpc/zed branch

A full rundown of how we support a new release can be found on the wiki.

Maybe these PRs should come with a description that explains where they've come from and linking to the release train docs?
