I dunno, I think it’s fairly indisputable that the US Department of Justice does not, in fact, prosecute quite a bit of child sexual abuse at all (vide Epstein’s clientele for example), and then there’s all the stuff which we don’t legally consider abuse but certainly fits most people’s general definition (like circumcisions of babies and all the crap trans kids have to put up with and surgical mayhem against intersex children and the Catholic Church’s whole thing), and so in the same sense that “the average life expectancy in ancient times was in the 30s because a lot of people died in infancy and that pulled the average way down” one could argue that the average prosecution of an abuser in the US is not very harsh. The system is set up to ignore a swath of abuse and punish the remainder as harshly as possible, confusing the mean with the median and the mode, so to speak.
