We spent a lot of time analyzing car rental companies and we found that top rent a car consistently has excellent customer reviews and very cheap prices. At least for Romania and Bulgaria. We hope this saves other people time and frustration if they rent from this company. We strongly recommend it.

Top Rent a Car me mostró varias opciones de viaje, yo elegí cobertura completa de un auto automático por una semana, me pareció un precio buenísimo, (menos de 350€), salí a carretera (todo en Rumanía) y el coche tranquilo, sin detalles.
La atención al cliente en la sucursal que tienen en el aeropuerto (la única en Bucarest) fue muy amable. Detalle que tuve que sacar mi licencia internacional ahí mismo, creo que en el website deberían de tener la opción de consultar las nacionalidades de licencias aprobadas y las que necesitas sacar la internacional. Al final me esperaron a hacer el proceso online y lo demás de la entrega muy sencillo. Ahora tengo licencia internacional por tres años, y un website confiable que las emite, internationaldriversassociation, por si alguien necesita un código de descuento IDAFRIENDS15 . La tuve en línea en unos minutos, solo esperé a que aprobaran los archivos que subí; algunos fueron rechazados pero solo tuve que tomar mejor la foto del documento. También la mandan en físico, ahora estoy lista siempre para manejar donde sea ^~^/100/

First and upmost. The man in the countr that accepted me when arriving (and also when dropping the car) was really great and helpful!
Other than that no specific issues to address. But the service was great

Arrived at airport straight to pick us up in same car I had rented! Took us straight to the hire place and done quick check on car no Fuss car was new and very minor scratches all paperwork was done fast! Done deposit as standard they never forced me to buy anything! Smooth check out as well! The guys who work here are amazing! My next rental will always be from these guys even if I have to pay a bit extra !

Soon after I rented a car from this company, I got a tyre puncture after hitting a pothole.
The wheel wasn’t completely flat, but the system warned that the pressure was dropping — even though the tyre still felt quite hard. I reported the issue to the company, and they suggested that I install the temporary spare wheel.
The vulcanisation shop was literally 1.5 km away, so I jumped in the car and drove there carefully. The mechanic replaced the wheel. Later, when I informed the company, they immediately asked if I had driven on the punctured tyre. I said yes, and explained that it was still quite hard, not completely flat, and that I drove only 3–5 minutes at about 25 km/h.
Instead of helping me find a repair shop or offering any practical support, they started blaming me — saying I had destroyed the wheel and would need to pay for both a new rim and tyre. I tried to explain my side, but they kept focusing on costs instead of offering a solution. No one even suggested where I could get the tyre properly fixed.
As a result, I was left stranded in a small Romanian village on a Friday after 17:30, with no assistance and a message from customer support saying it was past working hours — that I should either call the Bulgarian helpline or “find my own way.” Bravissimo.
The next morning, around 09:30, I got a message from them saying, “Send us your location; we’ll try to find a service for you.” How interesting. Of course, by that time I had things to do and couldn’t waste more time waiting, so I just kept driving slowly on the spare wheel.
Conclusion: the customer service is unprofessional and should be replaced — much like a tyre with a puncture.
In the end, I was charged only for the tyre and not for the rim, thanks to Lucian Ionescu, who showed genuine empathy and called his manager Plamen to confirm that the rim was in good condition.
Final conclusion: Lucian is a great guy who truly cares. The customer service team, however, is rubbish. And the company charged me €280 for a non-branded tyre.
Think twice — they have only themselves to blame.
I chose this company because they had a 5-star rating, but unfortunately, I turned out to be the one who had to lower it.
