If a recipe cannot be built with clang, it can use various GNU_ variables to explicitly use the GNU variants. To make it easier, define those variables consistently.
Also shed some light on what can be done if a recipe cannot use clang.
Build the Sphinx HTML documentation on pull requests. This should catch failures before they hit RTD.
