Utility files for converting between different image label formats and eventually getting to tf_record files

Main repo will be for utilities that apply globally to different labeling formats I will submodule other repos that help with specific datasets that I have worked on or get requested

• Add to export_tf_records to be able to add the labels to the image that is exported
• Add to export_tf_records to be able to export annotations to csv and/or xml files
