Adding note on Sync triggers operation connectivity needs

The purpose of this PR is to add a note on the only public documentation that I could find about sync triggers that in order for this operation to be successful it is important the function app can connect to the storage as well as the same is able to call it self, as this last one is a common configuration issue when using Private Endpoints.

Sync triggers operation failures can cause deployment issues.
