Fix offline support

Before offline support would fail because rep was not instantiated.

_gen_rep can't return None if an error happens, since Yggauth generally uses None to mean success. Just return an error dictionary 'error': 'urlerror string here'

I would do it myself but I've only got my phone to work with for the next week or so
