Local Arcgis API for PYthon Setup Tooling

Rebuilding that laptop/desktop? Here is a set of scripts to help get you setup fast for the ArcGIS API for Python environments.

manage_profiles.py - Allows users to create, update, add, and manage user Profiles.
cfg_startup_folder.py - Allows users to setup the startup folder of the local Jupyter Notebook.
