  • Avoid loading libEGL.DLL on Windows in cartain cases
  • Avoid calling eglQueryContext with EGL_NO_DISPLAY

WGL: Avoid loading EGL when not needed

Avoid loading EGL when not needed when resolving functions common
to GL/EGL and a WGL context is current.

There's already a similar check for GLX, we add one for WGL too.
