Make update_versions write out a file to track what services were updated

Describe your changes

• Adds logic to update_versions script to write out a file that contains each services that was updated
  • The all project is excluded because it is not a service, it is just the name of the root project
• This can be used to run the publish task for each changed service instead of running it for all services
