build: pin github actions to SHA & tag comment

Basically the result of running pinact run. This let's us enforce action pinning across userland

Well at least we don't need to rush on this. None of the hashes actually changed, just the comments AFAICT (e.g. # v9 -> # v9.1.0)

That being said, the instability is affecting other PRs too so I'm actively investigating
