Added ability to set the worker id and if not given a unique id will be set for the worker

If a worker has no abilities (the manager is one such worker) then have an empty array for abilities instead of an array with a single, empty element

PHP 5.2.9 changed json_decode to return NULL if a string was not technically valid JSON. So, if we get NULL from the decode, assume it is a bare string and set the args to the bare string
