Rename aaa_base -> setup

To be more compatible with Fedora

I'm absolute in favor to rename aaa_base,

But I don't like to rename it to setup only because of "Fedora uses this name".
Because that name is also meaningless.
If we do this, I would prefer something like "base-config" or something like that, which gives the name a real meaning and tells people for what it is good.

I'd prefer a nice name too but then no gain in inventing something ourselves and I don't see me arguing to change the name in Fedora. Aligning with Fedora means aligning with future RHEL..
