Fix RO lang diacritics and some minor spelling

Any chance of merging this? every time I go to semver and automatically land on lang/ro/ can't help to notice the issues.
Leaving aside missing diacritics, the existing automated translation has some questionable takes on the translation, for example:

• "or version promiscuity" - "sau promiscuitatea versiunii" - in Romanian, promiscuity has a very different conotation than in English, it means "mix of very different individuals brought together by a dubious and contradictory lifestyle and inappropriate behavior."
• "we propose a simple set" - "propun un set" - in Romanian "propun" is at singular, so it comes out as "I propose".
