Intention is to pass the preconfigured `DepedencyModule` to `ExecutionEnviron` instead of `exec_info` argument. `DependencyModule` creation can also be separated from flag definition & parsing. This allows `DependencyModule` to be used in simulated environment (e.g. compile-time arg check). PiperOrigin-RevId: 582921134
