Sphinx Documentation Site

An important component to vaxflux is usability and a big part of that is comprehensive documentation including API docs and vignette type documentation. The first step into getting to this point is to build a basic site with sphinx that can be hosted on GitHub pages. Can just be an API docs site to start with and then build up vignettes and explainers from there.
