添加限制条件 解释网络类型 新增 5G 类型。5G 只与 客户端有关。 appx 没有做限制和判断的，就只是一个透传而已，故不需要 appx 版本声明 添加tip

1，这个 API 的任务是把监听函数挂上，网络没变化时不触发回调，但并不是说这个 API 不生效；2，就算这句话说完整了，也没有必要，函数名称里和简介里都已经写了
