v1.0.0 - Find CVE records by ID

As a general user, I want to search for a CVE record by its CVE ID so that I can view information about it.

Acceptance criteria:

• User can provide full CVE ID as input, including dashes, which are required. And uppercasing of cve(1st element of CVE ID) is done automatically via code
• User can select the Find button or press Enter (return) key to execute look up
• Specific CVE record details shown in the mockup below are displayed to the user
  • user is able to v1.0.0 - Access full CVE Records details in JSON 4.0 format #40
• point to cve.mitre.org for CVE record keyword search

Definition of Done:

• Integrate with linked CVE Services request: Searching for CVE records by CVE ID (new website v1.0.0) cve-services#384
• backend infrastructure setup
• Complete the acceptance criteria above

@david-waltermire-nist: Thanks Dave for providing those mappings. I think we need to discuss them in detail. From what I understand the website working group hasn't finalized requirements for those user stories yet which is need to determine if those RSUS user stories are a good fit. Let's circle back on this.
