LibCURL build fails when installed on secure networks

The LibCURL build currently contains a statement to download a repomd.xml file if it's not found in the cache. However, on some secure networks, direct file downloads like wget are blocked entirely. Would it be possible to incorporate this .xml file in to your git repository so that users can install from behind strict firewalls?

BinDeps and WinRPM are the Julia packages responsible for building and installing LibCURL.

You could try manually installing LibCURL, in which case I assume it will not try to build. My knowledge of the Windows environment is quite limited. cc'ing @vtjnash in case he has any suggestions.

WinRPM uses the IE API to download files, with the assumption that it should be able to punch through a corporate firewall. But I don't have a test environment for it.

You might be able to get away with manually downloading the library from http://curl.haxx.se/download.html (scroll down to Win32 or Win64) or https://build.opensuse.org/package/show/windows:mingw:win64/mingw64-curl and putting it somewhere Julia can find it.

Same problem here. It appears to build after manually downloading it, putting it in Julia's bin folder and renaming libcurl.dll to libcurl-4.dll.

WinRPM and BinDeps were dropped from this package in version v0.3.0. The switch to using artifacts in v0.6.0 should remove any remaining firewall restrictions.
