Relocate CODE_OF_CONDUCT.md to .github/ ?

I just wanted to open this issue because I found it a bit inconsistent that `CONTRIBUTING.md` and `PULL_REQUEST_TEMPLATE.md` are in `.github/`, but `CODE_OF_CONDUCT.md` is in the root directory. GitHub still detects and displays the CoC correctly from `.github/`, so I am wondering: is there a specific reason it needs to be in the root and also included in `MANIFEST.in`?
