Merge parts UI - Search field is shown a layer below

Describe the bug
When selecting the other parts field, the search pop-up is on the layer below the merge parts menu, making it impossible to use.

To Reproduce
Steps to reproduce the behavior:

1. Go to any part page.
2. Click on "Merge part" under tools.
3. Select the "Other part" field; nothing will be shown.
4. Click the X on the merge part menu and observe that the "Other part" search menu is below it.

Expected behavior
The search menu should appear above the current menu so it can be interacted with.
