PR Summary

The Windows Store require the last digit of the version to be a zero. Previously we put the Preview number into the last digit. The fix is if
the last digit is not zero, we put that value for Build and set Revision to 0. This will not affect stable versions which uses the Build
as the servicing version and has Revision as 0.

Enable publishing the msix to Windows Store.
