Set IsDebuggingRemoteRunspace sooner for attach

Since we're not setting `DebugContext.IsActive` sooner, we also need to set `IsDebuggingRemoteRunspace` early as well. Otherwise `DoOneRepl` sees `IsActive`, but not in a breakpoint, and stops debugging.
