No chunks found in region

Trying to scan 1.16.5 Forge world, successfully finds modded dimensions and region files, but fails to read chunk data.

And similar messages appear for each dimension. Thought a mod potentially did something strange with world data, so I did a test with a blank instance of 1.16.5 forge, and the same issue persists. Issue also persists while running command prompt in admin mode.

Huh, interesting. It looks like it skips all the chunks due to being marked as protochunks (that is, having a status other than minecraft:full, indicating they aren't fully generated yet). I would indeed expect this to be some worldgen problem - fully generated chunks should be marked as such. Are you sure that the End has fully-generated chunks? If you only generated the chunks there using a chunk generator mod and didn't teleport there yourself, that might be the reason, though it doesn't match my own experience.

As a workaround, you can pass --proto include to not exclude protochunks, but that may pollute the data slightly (since almost certainly at least some of these chunks are in fact not fully generated and shouldn't be included in the output).

Your workaround was successful, and I might have found the source of the problem.

The chunks in the scanned world have all been given the status "full" as opposed to "minecraft:full". Given that the bug persisted while no mods were loaded, I suspect that either Minecraft 1.16.5 or Forge 36.2.34 marks the chunks improperly. Also, all generated chunks in the world were loaded by the player, so no suspected issue on that front. Regardless, I now have my chunk data! Thank you so much!

I was able to replicate this. Indeed, it seems to be a pre-1.18 thing only. Not too sure if it's a bug or RegionScanner's fault, but I'll make a patch to allow "full" as well.
