Common interface startup costs

This issue will be used to track common interface option handling. This is a constant time factor so it's not the biggest deal, but I feel that we can improve some applications by reducing common latency here.

We use it as a widespread check here: https://github.com/JuliaDiffEq/OrdinaryDiffEq.jl/blob/master/src/solve.jl#L23-L24

We should probably just check first(saveat) and last(saveat).

The filter operation is slow so you can see I did an alternative route on a common argument type, but this is really just beating around the bush. We can probably just handle this better.
