Overhaul

Repository changes:

- Removes the generated code from the tree.

- Uses in-repository SVD file patching instead of hosting the patched
  files in another repository.

- CI overhaul.

PAC changes:

- The atomic APIs are now gated behind the `atomic` feature flag.

- Adds implementations of `defmt::Format` behind the `defmt` feature
  flag.
