Description

Updating the nomad docs with info about the cgroups v1 requirement, and customized ubuntu image used in the CircleCI terraform.

Linting fixes as well.

Reasons

We now have to ship a custom image for nomad clients in server due to no supported base image having cgroups v1 enabled by default
