Update: LintRules now allow for specifying incompatibleRules which is enforced by DAS.

Next up:

• add validation to ensure incompatibleRules are properly defined in linter (e.g., describe actual rules and reference back to each other)
• audit rules and update incompatible ones (Storage does not provide operators [] and []= #1964)
• update doc generation to document incompatible rules (Dart Editor (Linux64 - #4918) shows 525 errors. Compiled javascript works fine. #1967)
