What happened?

Latest ECE 3.8.0 is bundled with Stack 8.17.4.
https://www.elastic.co/guide/en/cloud-enterprise/3.8/ece-manage-elastic-stack.html#ece_most_recent_elastic_stack_packs
For ECE 3.0.0 onwards, the required downloads need to be switched to 8.17.4 instead of 8.18.0:

I believe listing 8.18 here is correct. waiting on clarification from the control plane team
