Context

When the ML anomaly detection book was reworked, as a part of this effort, a new section was added: How-tos. Some pieces of content here are not designed to be how-to guides, so they need some adjustment to meet the conditions.

PR description

This PR restructures the How-to guides (e.g., by adding goals, prerequisites, and step-by-step instructions) to make them more task-focused and action-driven.
