There was an issue our automation related to 9.0.0 having multiple releases (RC/beta) and how changelogs get pruned between releases, resulting in a lot of release notes getting deleted when they should not have been.

This PR adds the release notes back in the new Markdown format, and brings in fixes to formatting/etc as well.
