What this PR does / why we need it:
Upgrades
ibis-frameworkandibis-substraitdependencies. ibis had a major 9.0 release, which also changed a lot of internals (switched from sqlalchemy to sqlglot). Raises lower bound to >9 because of backwards-incompatible changes and quite a few bugfixes.
