[Integrations] Add user to JIra status sync update activities

In #62599 we added the integration that updated the issue's status via sync. If jira is sending us the performing user details we could say "Scott marked this as unresolved via Jira".

ACs:

• Add webhook payload types to the jira sync webhook since there are none
• If jira passes an email, find a matching sentry user and set them as the user that performed the issue activity
