feat(dynamic-sampling): add minimum project sample rate to project config

• Serializes rules in the format of https://github.com/getsentry/relay/pull/4801/files to be consumed by relay
• Serializes the project sample rate, toggled by the sentry:dynamic_sampling_minimum_sample_rate project option
