When a PR is created from a branch which has only a single commit, .com and desktop auto-fill the title and description with details the commit message. This is often useful for small PRs.

Pre-fill PR title/description.

When there is only one commit in the branch (as compared to the target), pre-fill the new PR view with that commit title and description. If a PR template exists, then this takes precendence.
