Windows Binary error - parsing command: executable file not found in %PATH%

Attempting to use envconsul in powershell however after it finds the KV2 secrets it errors out with the following.
2023-04-07T14:53:06.852+0100 [ERROR] envconsul: parsing command: executable file not found in %PATH%

Experiencing this with both v0.13.0 and v0.13.1.

We are experiencing the same issue with envconsul v0.13.2 (dd416ce)

"cmd" - works but makes no useful work, since no parameters could be passed

A workaround is to use "exec" configuration, eg.:

exec {
   command = ["C:\\some.exe", "some parameter"]
}
