Bugfix release for PandaNet file support.

PandaNet uses some old FF[3] sgf syntax - this release adds support for that.

Release updated .debs that work for Bullseye/Impish!

Ubuntu users should use the "buster" .deb for 21.04 or earlier, and the "bullseye" .deb for 21.10 on.

This release also includes some minor under-the-hood improvements :

• all dependencies are updated, and
• I've eliminated a bunch of clippy complaints.

• Remove stray print statement
• Bump a bunch of dependencies for bugfixes

The release includes some cleanup/refactoring, but mostly a version bump to sgf-parse to get the fixes for compressed point list parsing.
