feat: do not use tigera-operator for native network policies

PR Description

AWS introduced native support of k8s network policies by AWS-CNI add-on (More info here and here). Tigera-operator isn't required anymore.

• Enabled supporting of network policies on a vpc-cni add-on level
• Removed code related to tigera-operator
• Updated README in layer2 after deleting resources
