chore(logging): Use bunyan for logging and add debug logs in checks.

Goal

To explicitly monitor check completions by repo.

Changes

• Instrument checks with debug logs.
• Use a child logger with the right name in mergeable execute function.
• Update tests to have the right fixtures since we are now using log.child().
