This adds a separate Flambda 2 CI workflow analogous to the ones already present for Closure and Flambda (which I'll probably split out into two separate workflows).
The infrastructure for having a separate list of tests for Flambda 2 has been ported from the old
flambda2.0-stabledev branch. We will spend some time trying to improve this in due course.
