Support URL Web API

The URL Web API is widely supported by browsers and Node, but not by Graal.js (at least when used from the polyglot api). Would it be possible to add this? While it can be polyfilled, I think this is common enough to be worth including.

A problem of such async functions is where should we run the Promise body? Polyglot doesn't have such a "main thread" like V8 or Node.

I implemented "HTTP Request" using other APIs in CCBlueX/LiquidBounce#5613 , because I found fetch and setTimeout APIs don't exist.
And I have to point it out that in this PR the project has "main thread" (Minecraft's client render thread) which let me get rid of annoyed concurrent exceptions.

URL shouldn't require any async. It is just for parsing a URL, not performing an HTTP request.
