This change reduces the list of tags shown for Mercurial repository to the tags found on given branch and its parent(s) but not other branches.
Thanks to @vlmarek and @muzikm for supplying the Mercurial command line pieces.
It would make sense for Git to follow suit, however so far I have not found how to do this even in Git CLI, let alone JGit.
