BGP configuration is not applied to switches after upgrade

After performing an upgrade on a rack running BGP, all of the BGP config in the database remained intact. However, the BGP daemons running on the switches were not set up according to that configuration when the switch zones came back up post-upgrade.

A workaround for this is to re-apply port settings for ports with BGP peer configs.
